Logistics in service of law enforcement and justice
Working with the Israeli Police is one of the most important logistical projects performed in Israel. Not only is this the first time a core function of the Israeli Police is carried out by a civilian organization, but the project has significant implications for the work of all Israeli law enforcement agencies and all Israeli citizens.
The Need for the Preservation of Investigation Materials
The Israel National Police is responsible for law enforcement in Israel. During criminal investigations, forensic evidence is being collected, seized, recorded, or produced. By law ,forensic exhibits must be held in proper, authorized custody at all times. Maintaining and documenting the chain of custody of such exhibits are critical and must be assured in the court of law in order to be admitted as evidence.
The Problem and the Challenge
Over the years, deficiencies were found in the record keeping process, including severe
lack of storage space, and inappropriate storage and handling conditions. Exhibits were
stored in various facilities across the country, with no centralized management. In addition, mishandling of police tactical equipment, uniforms, and other operational items were preventing police officers from accomplishing their missions.
It had become clear that this grim situation had seriously affected the ability to find out the truth and was compromising due legal process.
In December 2018, LogistiCare won a tender and was contracted to build and operate the National Warehouse and Database for Forensic Exhibits for all forensic exhibits as well as other police equipment for the Israel National Police and the Office of State Attorney,as a full turnkey project for an initial service period of 16 years.
The unified logistics center, which was inaugurated in 2020 in strict adherence to the
police’s specifications, incorporates exhibits storage and database, forensic laboratories, and police equipment storage, where exhibits are stored in special conditions to maintain their quality over time, and inventory is managed with 100% reliability via a Evidence management system (EMS).
A Wide Spectrum of Services Under One Roof
The Center provides secured climate-controlled storage of sensitive items, such forensic and physical evidence and exhibits, DNA evidence, confiscated weapons, confiscated drugs, and illicit materials, including a modern drugs lab with safe destruction facility.
In addition, the Center provides general logistics services, such as general office space,
handling and dispatch of police uniforms, storage of police weapons, tactical equipment, and emergency inventory, transportation and shipping services, and mail services.

The establishment of the National Police Warehouse already proved to be invaluable
in securing forensic evidence and exhibits in the chain of custody and creating a better
environment for serving justice efficiently and effectively. It enables law enforcement
officers to improve their productivity, maximize resources, streamline work processes,
and reduce costs.
